Superpower Without a Cause or Cause Without a Superpower?
At the annual retreat of the Pacific Council on International Relations,
held recently on the east coast of the Pacific Basin in Los Angeles, one
of France's top political and social thinkers, the president of the Council
on Foreign Relations, Japan's most popular television commentator, a top
adviser to Brazil's president and the head of policy planning at the US
State Department sat down to describe the world disorder as they see it.
The following comments are adapted from that session which was moderated
by NPQ editor Nathan Gardels.
