Geoffrey Howe was British Secretary of State for Foreign and Commonwealth
Affairs when he negotiated the Sino-British agreement on Hong Kong in 1984.

of China's huge population, crowded into 400 tiny square miles, produce
almost one-quarter of the People's Republic entire GDP. Hong Kong is the
uniquely successful child of a marriage between two ancient cultures:
the Chinese instinct for enterprise and hard work and the British aptitude
