London - The Clinton administration and the majority of the foreign policy establishment in Washington want to avoid the growing crisis in US - China relations that is shaking to pieces the policy of engagement in which so much political capital has been invested. So there will be a huge effort to turn every sow's ear into a silk purse. But is that what China really needs? Are we being fair to China and fair to ourselves?
