Environmental Rights in War: The Case of NATO and Yugoslavia

Moscow - Now that the air strikes against Yugoslavia have been stopped, the world community will have to asses the damage and draw lessons from the events of these past months. We should not allow this misguided and unwarranted action to be followed by the wrong conclusions. Faced with the plight of the Kosovars, the destruction of much of the essential infrastructure in the rest of Yugoslavia and the tremendous damage to international relations, trimphalist statements sound hollow. Claims of victory are being made by those, on either side, who must be troubled by the though of being held accountable for the tragedy. What is really needed now is responsible analysis.
