Two, Three, Many Kosovos

Washington - The world had better get used to what has happened in Kosovo, because it represents the wave of the future. We require drastic reconsideration of policies as we rethink issues of minorities, borders, and national sovereignty. The simple reality is that in the next century minorities will be increasingly unwilling to live within borders - to which they have been arbitrarily assigned by history - when the conditions seem intolerable. More than ever before they will demand a voice over what people will rule them and how. Many states, simply employing force, are destined to founder.
