The Way Out of Russian Deadlock: Shift Power to the Regions

Aleksandr Lebed, the populist former general, is a leading candidate in the 2000 election for the president of Russia. He is currently the governor of Krasnoyarsk Territory (Siberia), one of Russia's richest regions. His remarks are adapted from an exclusive interview he granted to Genrikh Borovik for NPQ in Moscow during the August crisis.

Moscow - The cause of the current Russian crisis is rooted in the fact that government has in the past few years carried out no real reform. As a result, the population has been growing ever poorer. Production has declined. Instead of taking prompt measures, President Boris Yeltsin and the government have been telling tales to people.
