Europe: Defending Ourselves
Javier Solana, the former secretary general of NATO, is high representative
of the European Union for the Common Foreign and Security Policy and
secretary general of the Western European Union.
Brussels - The European Union has taken momentous
decisions over the past year on its common security and defense policy.
These are important decisions for the United States and the European
allies that are not members of the European Union. They will allow the
European members of the Alliance to contribute more effectively to NATO
and NATO-led operations and to undertake operations on their own when
the Alliance as a whole is not engaged. Once implemented, the decisions
will make a positive contribution to transatlantic security.
