William Perry, the US Secretary of Defense from 1994 to 1997, is regarded as the most important presider over the Pentagon since Robert S. McNamara, Long associated with Silicon Valley's high-tech industries, Perry was executive vice president of the San Francisco-based venture capital firm Hambrecht & Quist and chairman of Technology Strategies & Alliances.

Currently, Perry is a professor at Stanford University, where he was previously co-director of the Center for International Security and Arms Control. He spoke with NPQ in June.
