With the introduction of the euro, Europe has become one economic space. But it still lacks a forum for European public opinion that transcends national boundaries.

The Council on European Responsibilities (COEUR) took the initiative in 1999 to coordinate the establishment of one such European forum through a monthly commentary and feature interview service for European papers called "European Viewpoint."

European Viewpoint is co-edited by Juan Luis Cebrian, publisher and CEO of El Pais, Spain's most important newspaper, and NPQ editor Nathan Gardels, who also edit's Global Viewpoint of the Los Angeles Times Syndicate International.
